Artificial Intelligence Assistants Provide ‘Misleading and Partial’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a possible risk to democracy just over a week before national elections.

Testing Reveals Consistent Bias in AI Suggestions

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog noted in a analysis published ahead of the 29 October election.

For over 50% of instances, the AI recommended either the far-right Freedom party (PVV) of Geert Wilders or the leftwing GroenLinks-PvdA headed by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query exactly matches the positions of these parties, the report pointed out.

Official Warns Against Relying on AI Assistants for Election Advice

The vice-chair of the data protection agency, the official Monique Verdier, stated that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We therefore warn against using AI chatbots for election recommendations, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

The Dutch head to the polls on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The right-leaning group of Wilders is ahead in surveys but the gap to the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

All major parties have rejected a coalition with the Freedom party, implying the party that comes second is most likely to supply the future head of government.

Unintentional Bias Linked to Chatbot Functioning

The AP emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the manner in which AI assistants function.
